Why would an abortion clinic continue to operate without state-required staffing, licensing, and registration ---- especially after having been notified and been given an opportunity to correct these deficiencies?

If clinic owners fail to comply wtih these most basic requirements in running a for-profit business, what else is going on behind those closed doors?
